Description
While downloading a large file, the CPU usage of the Twisted process is very high. It should be nearly 0, though (just cheap IO).
Steps to reproduce
- Upload big file.
- Download it.
- Look at your favorite process monitor.

- Status: we tried with moin 1.6 code, twisted 2.2.0 and using a 180MB file and could not reproduce the bug. if you reopen it, provide more information about how to reproduce.
