The "at top on-page comment" can't be translated as you don't know the language of the user who might look at it.
The comment on RecentChanges / on info action's page could be translated "on the fly" but it currently just shows what's in the log (and that's in English).
The generated comments can be translated using the wiki default_lang, which will work best for most cases.
This information can be meta data in 2.0 and may be handled like a message with translation.
